§ Mr. DaltonMr. Henry Clay is attached to the Board of Trade in an advisory capacity and is subject to the usual rules applying to civil servants. The article to which my hon. Friend refers was not submitted before publication though, strictly speaking, it should have been. In that event, seeing that the article is a report of a technical and analytical address to a learned society, no objection would have been raised to its publication.
