Mr. W. Brown

asked the President of the Board of Trade what position Mr. Henry Clay occupies in his Department; whether he is subject to the ordinary regulation precluding civil servants from writing in the Press on matters relating to the work of their Department; and whether his recent article in the "Economic Journal" on post-war export trade was contributed with the Minister's knowledge and approval?

Mr. Henry Clay is attached to the Board of Trade in an advisory capacity and is subject to the usual rules applying to civil servants. The article to which my hon. Friend refers was not submitted before publication though, strictly speaking, it should have been. In that event, seeing that the article is a report of a technical and analytical address to a learned society, no objection would have been raised to its publication.
