Friend's suggestion to be that in the rare and exceptional cases of a local authority deciding not to apply for power to open cinemas on Sunday notwithstanding the receipt from a competent authority of a certificate under Defence Regulation 42B I should take power to override the views of the elected local representatives. As I have previously stated, I do not think this would be desirable.
