asked the Secretary of State for War whether a commanding officer has the right to overrule the opinion of a medical officer in regard to leave to areas in which smallpox has been reported, when the medical officer considers it safe for the soldier to travel to the particular area?

Instructions have recently been issued by the War Office restricting the granting of leave to certain areas in which smallpox has been reported. A commanding officer would quite rightly follow these instructions and prevent a soldier from travelling to those areas even if his medical officer considered it safe for the soldier to travel there.
