asked the Secretary of State for War whether arrangements are being made to enable the general public to hear military bands playing in the streets of London, other than Trafalgar Square, and in provincial towns; and, if not, whether he will consider making such arrangements?

Army bands are primarily intended to play to the troops and they are located where this can best be done. But in so far as transport is available and the season of the year permits bands are encouraged to play in public.
