asked the President of the Board of Trade whether, in considering coal rationing proposals, he will take into account the difficulty of rationing coal by weight due to the differences in heating values of the various grades of coal?

It would be exceedingly difficult to elaborate a rationing scheme to the point of taking account of the varying quality of different grades of coal.
