asked the Secretary of State for Foreign Affairs when it is expected that the Agreement with the United States of America, dated 23rd February, 1942, will be ratified?

My hon. Friend will see from Article 8 in the White Paper that the Agreement takes effect from the date of signature. It is not subject to ratification.
