asked the Parliamentary Secretary to the Ministry of War Transport whether he is aware that troopships are going out and returning with large unused cargo space; and what steps are taken to ensure that such ships are occupied up to capacity?

The Ministry of War Transport make every effort in their power to use all available cargo-space on troopships, either for military stores or for essential civil cargo. My hon friend will appreciate, however, that operational and escort requirements often seriously limit the time which such ships can spend on cargo-loading and discharge. If my hon. friend knows of any case in which, in his opinion, the efforts of the Ministry were insufficiently successful, I will be glad if he will send me particulars.
