§ Sir J. GriggThis is a question for the employing Departments, who are, I understand, guided in their practice by considerations of economy, not only of petrol, but also of time. So far as concerns the War Office there is no objection to the prisoners walking to their work, except that if the distance is more than three miles they must have an escort.
