asked the Parliamentary Secretary to the Ministry of War Transport whether he can make a statement about the agreement made between the shipowners and the Joint Maritime Commission giving seamen the right and freedom to organise throughout the world, which was agreed to at the International Labour Office in London?

The official report of the Joint Maritime Commission has not yet been issued; but I understand that the Commission adopted the view that there should be freedom of association throughout the world both for employers and workers.
