SinclairIt is the policy of the Air Council to post officers to the command for which they are best suited by their training and other qualifications and, as a general rule, to leave them in that command to complete a normal tour of duty. This applies especially to operational air crews. Any other policy would be wasteful and less efficient in utilisation of trained man-power.
