Mr. David Adamsasked the Under-Secretary of State for the Colonies whether he is aware that the petition of members of the Civil Service Association of Trinidad for the establishment of Whitley Councils upon lines now in operation in Jamaica, endorsed by Mr. W. A. Norman, labour adviser, is refused by the local government upon the grounds that the petitioning body is not fully representative of the services; and, as the establishment of such bodies was recommended by the West India Royal Commission, whether he will now recommend to the local government the initiation of these councils in Trinidad?
