asked the President of the Board of Education, at what date the Board intends to publish its proposals regarding the changes in secondary education advocated in the Spens' Report; and whether, before coming to decisions, the Board will afford the universities, the teachers' associations, and other educational bodies interested an opportunity to consider its proposals?

The administrative changes advocated in the Spens' Report are the subject of discussion between officers of my Department and the representatives of the principal educational associations. A committee under the chairmanship of Sir Cyril Norwood is looking into the question of changes in the curriculum and examinations. I understand that this committee will give an opportunity to all the principal educational bodies to make known their views on the subjects under discussion. No question of publishing the Board's proposals will arise until the various discussions have been completed and the report of the committee has been received and considered. I am unable at present to give my hon. Friend any indication of the date at which this stage will be reached.
