Mr. Groves

asked the Chancellor of the Exchequer whether he is aware that the War Damage Act, 1941, and the amending Act operate so as to debar owners of contributory properties from the recovery of portions of war damage contributions from mortgagees in cases where the mortgages were created in the course of business for the construction of properties subsequently acquired by individuals subject to the mortgages created as aforesaid; and whether, in view of the unequal distribution of the burden of war damage contribution in such cases, he will take steps to remedy the situation?

The position of mortgagors and mortgagees in respect of contributions under the War Damage Acts was fully considered when both Measures were before the House, and I do not contemplate as present advised further legislation on the matter.
