§ Mr. ThurtleThere is no general prohibition on the import of publications of a pacifist character. Individual intercepts of this kind are dealt with on their merits, and unless the competent authorities consider that a particular pamphlet contains 53W anything to which exception can be taken, it is released. No departure from this policy is contemplated.
