No, Sir. The rates of pay of the permanent staff are designed for employés selected by competitive examination and entering the Civil Service as a career. Different considerations apply to the pay of staff engaged for a short period. The rates of40W pay of temporary staff in the lower grades were, in the main, fixed in agreement with the staff associations concerned.
