§ Mr. CrossI propose to issue to ships carrying doctors a memorandum which has been prepared by the Minister of Health in which advice is given regarding the use of atebrin, but I am informed by my right hon. Friend that atebrin is a drug which should be administered only under medical supervision and should not be included in the ordinary ship's medical chest because it is not suitable for use by unqualified persons.
