§ Sir K. WoodWith regard to duty-free cigarettes and tobacco, I would refer the hon. Member to the answer which I gave to my hon. and gallant Friend the Member for Blackburn (Captain Elliston) on 23rd May. As regards rates of postage, I regret that the grant of the desired concession would involve considerable administrative difficulties coupled with the sacrifice of a material and increasing proportion of the additional revenue which the new postage rates were designed to secure.
