§ Sir K. WoodNo, Sir. I have carefully considered this matter, but, for the reasons given in my predecessor's statement of 31st January, 1939, and confirmed in the Report of the Weir Committee, I am satisfied that no scheme of insurance against the risks mentioned would be practicable.
