§ Mr. ElliotNo provision is made in the scheme referred to in Circular 1840 for an appeal against a decision of the Milk Marketing Board to withhold payments, but I am assured by the Board that payments would not in any case be withheld unreasonably or without prior consultation between the Board and my Department.
