I am prepared to give sympathetic consideration to proposals for the provision of a certain number of houses urgently required, in particular, houses for the accommodation of workers in the factory and on the land. Having regard to the shortage of certain building materials and to the financial position, however, I266W am not in a position to modify the general advice which I gave to local authorities in Circular 1866.
