Friend will realise that the suggestion that hard roads should be constructed at the ex- 2279W pense of the State in the districts referred to, in order to bring into cultivation derelict land in private ownership, raises difficult questions of policy and procedure. I am, however, consulting the War Agricultural Executive Committees concerned in regard to the matter.
