be made into the postal facilities of certain country towns, all within 100 miles of London, such as Faringdon, Abingdon, Wantage, and Wallingford, in order that a service may be restored of a kind to enable a letter posted either in London or at one of the above towns to be delivered during the course of the day, allowing time for the early morning delivery to be received and dealt with; and whether arrangements can be made for an adequate express letter service, in view of
