asked the Secretary of State for War whether he is aware of the inconvenience caused to commanders of companies, and other units, through the growing practice on the part of the General Staff of circulating for information innumerable documents marked "Secret," many of which contain only matters which could safely and advantageously be made available to the general public; and whether he will discourage the marking as "Secret" of documents, except those which would be of some value to the enemy?

Instructions have recently been issued which will, I think, ensure that documents are not marked "Secret" unnecessarily.
