§ Mr. ButlerNo, Sir. His Majesty's Government have already clearly stated their policy in this matter and they do not consider that further action on their part would contribute towards ensuring a stricter observance of the rules. This is particularly so when the extreme difficulties of reporting on the observance or violation of the rules are borne in mind.
