§ Mr. ElliotSome initial difficulties are to be expected in putting any large-scale organisation on a war footing. My officers are in constant touch with representatives both of the medical profession and of the voluntary hospitals, and necessary adjustments are being made as rapidly as possible in the light of experience gained.
