§ Sir E. GriggIn reply to the first part of the question, I would refer my hon. Friend to the answer which I gave on the 3rd instant to the hon. Member for Gates-head (Mr. Magnay). The scheme was undertaken on the advice of the nucleus staff of the Ministry, which included certain well known publicity experts; and after consultation with a leading firm of advertising agents, who were employed to prepare the designs and arrange the distribution. These arrangements were approved by my right hon. Friend the Lord Privy Seal.
