§ Mr. ColvilleIn general, land of the character referred to can best be utilised for ordinary agricultural purposes rather than for allotments, and it comes within the purview of the Agricultural Executive Committees to whom I have delegated powers to issue Cultivation Orders or, if necessary, to take possession of land with my consent.
