§ Mr. T. Williamsasked the Secretary of State for Air whether normal time promotion is still the policy of the Air Ministry, irrespective of the efficiency of those recommended for promotion by commanding officers?
§ Sir K. WoodCertain ranks are filled by time promotion, subject to reports from Air Officers Commanding as to fitness. In the general duties, equipment and accountant branches and for commissioned specialist officers, time promotion operates only up to the rank of flight-lieutenant. In the medical and dental branches, time promotion operates up to the rank of squadron leader. In the administrative and special duties branch, promotion is entirely by selection. As circumstances may require, commands and groups are authorised to make acting promotions in all branches pending the posting of officers of the appropriate ranks to fill the vacancies.
