Without attempting to enumerate exhaustively the reasons which might properly justify the acceptance of a tender other than the lowest, I should be prepared to agree to the acceptance of such a tender if the local authority2465W
satisfied me that there were reasonable grounds for believing that the contractor who had submitted the lowest tender could not complete the work at the tender price without sacrifice of quality.
