Mr. MILLARasked the Home Secretary whether it is proposed to appoint a separate Royal Commission to consider the reform of the licensing laws in Scotland at the same time as the English Commission is appointed; and whether he is now in a position to make a statement before the Adjournment of the House as to the terms of the remit to the English and Scottish Commissions, respectively?
