§ Sir J. AndersonPractice blackouts are normally arranged by the local authorities concerned. If, however, my hon. Friend has in mind the blackouts which are being carried out during the present month and in August in connection with the Air Ministry's home defence exercises, the dates in these cases had necessarily to be fixed in relation to these exercises.
