Friend the Chancellor of the Exchequer on 21st November, 1939, set out the existing statutory arrangements for short period licences, but I am giving careful consideration to the possibility of arranging further concessions in the case of officers and men of the British Expeditionary Force who wish to use laid-up cars or motor-cycles while on leave in this country.
