§ Colonel LlewellinThe commission of 5 per cent. fixed by the Control of Paper (No. 1) Order for quantities of one ton and upwards is a merchants' commission and was found to be inadequate in the light of experience. The increase to 6¼ per cent. referred to by my hon. Friend is in closer relation with merchants' expenses. The matter, including the point made by my hon. Friend of the effect on the commission of a rise in price, will, however, be closely watched.
