HoareThe placarding or marking of trees, walls, etc., in or abutting on public places without the consent of the owner or occupier can be prohibited by good rule by-laws made under Section 249 803W of the Local Government Act, 1933. Such by-laws are widely in force. The initiative as regards making them rests with the county or borough council.
