§ Mr. ButlerAccording to the latest official Chinese figures, the Chinese Government claimed to exercise complete administrative control over 61½ per cent. of the nine provinces in which Japanese forces are present, as compared with 7½| per cent. under Japanese control and 31 per cent. partly under Chinese and partly under Japanese control.
