§ Mr. BurginWhen I circulated to representative organisations the draft regulations increasing the fees for carriers' licences I expressed regret at the necessity but informed them that the rates fixed in January, 1934, on the basis of necessarily imperfect information, had proved altogether inadequate to meet the administrative expenses of the system of licensing apart from the further increase of cost which must be anticipated in connection with control of wages and rates. The scale of fees will be reviewed when further experience has been gained.
