Mr. M. MacDonaldYes, Sir. The disturbed conditions in Palestine during last year have caused both a serious shrinkage of revenue and a heavy and increasing expenditure on public security. It has become clear that the Palestine Government is unable to meet these unavoidable liabilities from the resources of a depleted civil budget. Certain measures of financial relief are therefore necessary and proposals will be laid before Parliament in due course in the form of a Supplementary Estimate.
