§ Earl WintertonThe answer to the first part of the question is in the negative. As to the second part of the question, it is not the practice for individual appointments to the command of squadrons to be referred to the Secretary of State; but the general policy under which Army officers are eligible for appointment to command Army Cooperation Squadrons is one which has the full cognisance and approval of my Noble Friend.
