asked the Secretary of State for Foreign Affairs whether he is, on further consideration, satisfied that Lord Cecil did not say in the debate on Thursday, February the 24th, that the Prime Minister wished to abandon Article 16 of the Covenant of the League of Nations, but that he did say that the Prime Minister proposed to leave Article i6 as binding formally upon us, as it is now, but never to act up to it?
