Mr. M. MacDonaldThe Governor has informed me of the proposed amendment which is designed to prevent the fomentation of enmity between the various races and classes of the community and is based upon the corresponding section of the Indian Penal Code. The right of non-malicious criticism is preserved, and no Court will be empowered to take cognizance of any offence under this section unless upon complaint by the Attorney-General or on his authority, and I would draw the hon. Member's attention to these safeguards. The question of formal approval does not arise unless and until the Bill is passed by the local Legislature.
