asked the Prime Minister whether he will take steps to put a stop to the present discrimination by the Japanese against British shipping at Tsingtao; and is he aware that officers and through passengers of British ships are not allowed to land, whereas these facilities are granted to Japanese and German shipping, and that the Japanese Navy is over-riding normal customs procedure at Tsingtao by insisting on naval permits in respect of all movements of cargo, thereby prejudicing trade?
