Mr. Rathboneasked the Minister of Transport whether his attention has been drawn to the large number of summons against commoners under Section 25 of the Highway Act of 1835 for allowing cattle to stray; and, as this is largely due to the gates across the highways at each end of the commons, such as Davidstow Moor, being left open or broken by motorists, over whom commoners have no control, whether he will take steps towards a more equitable and satisfactory arrangement?
