§ Mr. BurginIt is a condition of all road service licences granted by the Traffic Commissioners that the vehicles should not exceed legal speed limits, and the time-tables, which also normally form part of the conditions of the licence, are examined by the Commissioners with this in view before approval. I do not doubt that the Commissioners concerned would take any necessary action if their attention were drawn to a specific instance in which parcels delivery work involved breach of the conditions of a licence.
