§ Mr. ElliotI consider that the diversion of labour and material from the building of houses to other forms of building is not of sufficient extent to be a major factor and that the control of supplies of labour and material suggested would delay rather than accelerate the completion of houses in Scotland. I therefore do not propose to recommend such a scheme.
