Mr. R. Gibson

asked the Secretary of State for Scotland whether he is aware that luxury building in Greenock, and elsewhere in Scotland, is diverting both labour and material from the building of houses urgently required by local authorities for the people; and whether the Government has any plans for the control of luxury building in the meantime?

Mr. Elliot

I consider that the diversion of labour and material from the building of houses to other forms of building is not of sufficient extent to be a major factor and that the control of supplies of labour and material suggested would delay rather than accelerate the completion of houses in Scotland. I therefore do not propose to recommend such a scheme.
