§ Mr. BernaysMy right hon. Friend is not satisfied that there are good grounds for modifying the decision of Parliament, as expressed only two years ago in Section 6 of the Midwives Act, 1936. My right hon. Friend does not think he could agree with my hon. Friend that the arrangements referred to in the first part of the question are to be deprecated.
