§ Mr. LloydAs my right hon. Friend stated in reply to the hon. Member for Stoke-on-Trent (Mr. E. Smith) on 14th July last, the scales of compensation and method of computation are among the most important matters to be investigated by the Royal Commission, and they could not, in his view, properly be dealt with by legislation in advance of the Commission's report.
