asked the Secretary of State for War whether he has received any offer from firms engaged in the manufacture of armaments expressing willingness to manufacture and supply the same on a non-profit making basis; and, if so, whether he has accepted such offer?

Mr. Cooper

I have received an offer, which the Department is considering, to make cartridge cases on an agency basis without profit: and another, which the Department has declined, to make empty shell on the basis of no profit and no loss to the firm. In neither case is the firm at present engaged on the manufacture of armaments, and both schemes assumed the provision by the Government of plant and buildings.
