Lieut.-Commander Fletcher

asked the President of the Board of Education whether promotions effected in his Department are in accordance with the agreement reached with the Departmental Whitley Council of his Department; why the recent promotion of a staff clerk to head of section, whilst still serving his probationary period as a staff clerk, was made; and, further, whether pledges given to ex-service men were considered when making this promotion?

The answer to the first part of the question is in the affirmative. There is no probationary period of service for staff clerks and the staff clerk in question was promoted to be head of section because he was regarded as the officer best qualified for the particular vacancy in that grade. There was nothing inconsistent in this promotion with any pledges given to ex-service men.
