§ Sir K. WoodThe majority of the appointments made in my Department are to established posts and are therefore recruited through the Civil Service Commissioners. The grade of temporary messenger is recruited exclusively from ex-service men, and certain other temporary posts have been similarly filled. No change of practice has taken place during the current year.
