asked the Secretary of State for Foreign Affairs whether he is aware that it is now over three years since the Evangelical church, largely built by English money in response to an appeal signed by 115 heads of families in San Sebastiano, Italy, was completed; that permission to use the church is still being withheld without any reason being given; whether this refusal is due to action on the part of the Quirinal or the Vatican; and what steps he is taking in the matter?

I am aware of the circumstances to which my hon. and gallant Friend draws attention. Since, however, the evangelical community in San Sebastiano consists of Italian subjects, His Majesty's Government have no grounds for intervening with the Italian Government in regard to what is a purely domestic question.
